Budget Document

The Budget for The City of Post Falls, Idaho.  The Budget Ordinance is the result of several months of effort by management and staff of Post Falls government to control costs while meeting the changing needs of the community we strive to serve.
The City of Post Falls uses a priority based approach to budgeting.  City Council has set these priorities to help guide department heads, managers and staff in establishing a budget that will meet the goals of the city.
The City of Post Falls received the Distinguished Budget Presentation Award from GFOA for the Budget Book. The city has achieved this award annually since 2014. The award is a prestigious national award that recognizes conformance with the highest standards for preparation of state and local government popular reports.

The ACFR / Annual Comprehensive Financial Report

The Annual Comprehensive Financial Report, more commonly referred to as the ACFR, combines the Basic Financial Statements of the City and all government activities, organizations and functions.  These financial statements have been prepared in accordance with generally accepted accounting principles for local governments as prescribed by GASB.
The ACFR is presented in three sections.  The Introductory Section includes a transmittal letter, a list of City officials and organizational chart for the City.  The Financial Section includes Management’s Discussion and Analysis (MD&A), basic financial statements, combining and individual fund statements and schedules, as well as the independent auditor’s report on the basic financial statements.  The MD&A is a narrative introduction, overview, and analysis to accompany the basic financial statements.  The Statistical Section includes selected financial and demographic information generally presented on a multi-year basis.  (The ACFR is also presented in PDF format to download or print).  Certificate of Achievement.  The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Post Falls for its comprehensive annual financial report annually since 1999.  The Certificate of Achievement is a prestigious national award that recognizes our conformance with the highest standards for preparation of a local government financial report.

 The PAFR/Annual Report to Citizens

The Popular Annual Financial Report (PAFR), sometimes called the Annual Report to Citizens, is a summary of the financial activities of the City’s governmental funds and is drawn from information found in the ACFR. Unlike the ACFR, the PAFR is unaudited and presented on a non-GAAP basis.
The City of Post Falls has received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the GFOA annually since 2008. The award is a prestigious national award that recognizes conformance with the highest standards for preparation of state and local government popular reports. In order to receive this award, a government unit must publish a report, with contents that conform to standards of creativity, presentation, understandability, and reader appeal.

GFOA Budget Award

The City of Post Falls received the GFOA Distinguished Budget Presentation Award for its budget from GFOA for the City Budget. The city has achieved this award annual since 2014.
The award represents a significant achievement by the entity.  It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting.  In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation.  These guidelines are designed to assess how well an entity’s budget serves as: a policy document, a financial plan, an operations guide, and a communications device.

GFOA ACFR Award

Certificate of Achievement.  The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Post Falls for its comprehensive annual financial report. The city has achieved this award annually since 1999.  The Certificate of Achievement is a prestigious national award that recognizes our conformance with the highest standards for preparation of a local government financial report.
In order to be awarded a Certificate of Achievement, a government unit must publish an easily readable and efficiently organized comprehensive annual financial report, whose contents conform to program standards. The CAFR must satisfy both generally accepted accounting principles and applicable legal requirements.

The City of Post Falls received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the GFOA for the PAFR.
