Falls Park – Avista Dam

In 1871, Frederick Post made a deal with Andrew Seltice to obtain more than 200 acres of Spokane River land to start a water powered lumber mill. The purchase of the land is preserved in a pictograph on a granite cliff in Treaty Rock Park. In 1902, the mill was destroyed by fire; the dam was undamaged. In 1905 the mill was rebuilt and resumed operations. A newly formed Washington Water Power Company purchased Post’s site and began making plans to develop a hydroelectric facility.  The new hydro plant at Post Falls would provide power to mines nearly 100 miles away via the longest high-voltage transmission line in the world. The dam and hydro plant is now operated by Avista Utilities and is the site of Falls Park, with observation decks open to the public.
Springtime is one of the best times to visit the Falls, the water is roaring with runoff from the mountains and Coeur d’ Alene Lake. During the Winter months, the Falls capture the beauty of snow and ice in nature.

Post Falls Community Forest

The City of Post Falls is working toward the development of a 500 acre multi-use natural area called the Post Falls Community Forest.
It is envisioned for this area to serve as a multi-use property for the City, providing an opportunity to reuse highly treated Class A reclaimed water via drip irrigation, serving as an educational forest, and providing outdoor recreational opportunities to citizens and visitors.
This naturally forested area contains approximately 2 miles of Spokane River shoreline, hiking trails, native trees and shrubs, wildlife, and perhaps the best rock climbing opportunities in the Inland Northwest.
This area is currently open for non-motorized public recreation. It can be accessed by entering the eastern trailhead adjacent to Q’emiln Park, or the sourthern trailhead on W. Riverview Drive. Future development of reclaimed water facilities may result in temporary closures of affected areas for public safety during projects.

Ross Point Rec Site

The BLM proposes to construct a day-use recreation site on the Ross Point parcel. The recreation site would be developed with grass, paved parking, restroom, walking paths, picnic tables, shade structures, etc. The parking area would be delineated with fencing and have trails leading to the rest of the site from the parking area. There would be a non-motorized access point to the river that would allow for swimming, paddling, rowing, fishing, etc. A dock would be constructed for swimming, fishing, and for small watercraft to access the day-use site. (See Appendix A: Conceptual Plan and Section 6 for a detailed description of the proposed action.)

UPDATE:
BLM has started work toward the development of park improvements at the Ross Point recreation site. As development of the site progresses, it is anticipated access to the site will be restricted from time to time.

Treaty Rock

Treaty Rock Park is located near Seltice Way on Compton Street.
A beautiful natural area with paved trails, native vegetation, and interesting rock formations, this 4 acre park has a small picnic area next to the parking lot. A trail loops through the park, down a rock gorge, and passes the treaty rock on the way back to the parking lot.
The site is commonly thought to be the site of a treaty between Frederick Post and the Coeur d’Alene Tribe. To commemorate the event, legend has it that Post chiseled his name (Fredrick Post)  and the date (June 1, 1871) and the Indians painted various figures on the rock outcrop. Although Post was given water rights to what is now known as Post Falls in June of 1871 by the Coeur d’Alene Tribe, it is not known if the inscriptions (petroglyphs) and paintings (pictographs) at Treaty Rock represent this agreement or if Post’s name and the date were later added to figures already on the rock outcrop.
